Families using PTDE must follow the official TDLR process. The student needs an approved course, and the person serving as instructor must satisfy the applicable Texas requirements.

TDLR identifies parents, step-parents, grandparents, step-grandparents, foster parents, and legal guardians among the qualifying instructor relationships. A parent with a criminal or driving history should verify eligibility with DPS before starting.

The current training structure includes classroom education plus 14 hours of in-car instruction and 30 additional supervised driving hours, including 10 hours at night.

The block method can be a better fit when a family wants professional behind-the-wheel instruction rather than having a parent serve as the driving instructor.

The student completes the classroom portion first. The required in-car instruction and observation then take place separately. The student also needs the required supervised practice hours.

DPS requires a teen to hold the learner license for at least six months before the provisional stage, unless an applicable exception applies.

The adult course applies to a separate licensing pathway.

A first-time applicant age 18 through 24 generally needs the six-hour adult course. A qualifying new Texas resident who surrenders a valid, unexpired out-of-state license may be exempt. Applicants 25 and older are not required to complete driver education.

ITAD is separate from the six-hour course and must be completed before the driving skills test.

Teen Applicants

Teens progress from driver education to the learner license, supervised driving, the provisional license stage, and eventually an unrestricted license.

The provisional stage requires the learner license to have been held for at least six months, completion of the required behind-the-wheel components, 30 hours of practice including 10 nighttime hours, ITTD, and a passing driving test.

Adult Applicants

Adults age 18 through 24 generally need the adult education certificate before the applicable skills examination. The ITAD certificate must also meet the current timing requirement.

Galveston County includes mainland communities as well as coastal island communities. The road experience can change quickly from suburban highway travel to island streets and coastal roads.

I-45 is the major mainland route toward Galveston Island. On the island, FM 3005 becomes a major west-end route. TxDOT's Galveston County records identify FM 3005, I-45, SH 6, SH 146, FM 517, FM 518, FM 2094, and other roads as significant transportation routes.

Weather is an especially relevant consideration for drivers on the coast. Students should understand how rain, standing water, reduced visibility, and emergency travel instructions can change a normal practice drive.

Jamaica Beach is not a place where a beginning driver should think only about ordinary residential streets.

The city sits along FM 3005, and the road becomes a central connection between neighborhoods, beach access, and the rest of the island. The city has documented a one-lane-each-way section of FM 3005 through Jamaica Beach and previously discussed seasonal traffic backups during summer periods.

The city also has local rules for golf carts. Golf carts may be used on designated city streets subject to specific requirements, but the city says they may not operate on FM 3005 except to cross it at Buccaneer. Drivers must yield to passenger vehicles.

That makes awareness of slower vehicles particularly important.

• FM 3005: The main road through Jamaica Beach and the most important local route for driver practice.
• San Luis Pass Road: The western continuation of FM 3005.
• Termini-San Luis Pass Road: Connects the west end of the island with the larger island road network.
• I-45: The primary highway connecting the island with the mainland, reached farther east.

FM 3005 should be a central part of local driver education practice.

Students should learn to maintain steady lane position, monitor speed, anticipate slower vehicles, watch for vehicles entering from side streets and beach access areas, and avoid making hurried passing or lane decisions.

Jamaica Beach's local ordinance establishes a 35 mph speed limit on its portion of FM 3005.

The road also has a coastal setting. Drivers should be prepared for changing weather, reduced visibility, standing water, and traffic conditions that differ from a quiet residential neighborhood.

Jamaica Beach has specific golf-cart regulations. The city states that golf carts must comply with traffic laws, have required equipment and licensing, and cannot operate on FM 3005 except to cross it at the designated location.

For a new driver, the practical lesson is simple: do not assume every vehicle around you will accelerate or maneuver like a normal passenger car.

Jamaica Beach is subject to coastal weather conditions and has its own flood hazard regulations.

Students should learn to check weather and local emergency information before longer drives. During severe weather, a driver's priority should be following official instructions rather than attempting unnecessary travel.

The online classroom portion of an approved course can be completed from Jamaica Beach just as it can from Galveston, Hitchcock, Kemah, or mainland communities.

The important difference comes during the practical stage. A student living on the island needs to plan for the appropriate professional driving instruction, supervised practice, DPS appointment, and driving test.

Galveston Drivers

Galveston is the county seat and the largest city on the island. Drivers encounter Broadway, I-45, 61st Street, Seawall Boulevard, Harborside Drive, and FM 3005.

Hitchcock Drivers

Hitchcock is a mainland community with access to I-45 and SH 6. It provides a different practice environment from the island.

Kemah Drivers

Kemah is on the northern side of the county and connects to SH 146, SH 96, FM 518, and I-45. Its waterfront and visitor activity create a different urban driving environment.
