Current Texas classroom-hour rule

The current adopted TDLR rules reduced the minimum classroom requirement from 32 hours to 24 hours effective December 1, 2024. The online alternative method rule likewise establishes 24 hours of minimum instructional content. Some older state materials still display the previous 32-hour requirement. The adult course is not a teen driver education course.

If you are 18 through 24 and applying for your first Texas driver license, DPS requires a six-hour adult driver education course before testing. A new resident age 18 or older who surrenders a valid, unexpired out-of-state license can qualify for the exemption described by DPS. The six-hour course is separate from the driving skills test. An applicant who will take a skills examination must also complete the applicable Impact Texas Drivers program. Teen Applicants

A Windom teen generally progresses through the Texas Graduated Driver License system:

Windom's strongest local driving characteristic is its connection to the SH 56 corridor.

TxDOT's Fannin County map places Windom on SH 56, with FM 1396 and other Farm-to-Market roads providing connections through the surrounding rural area. For a new driver, this creates a useful progression for practice. Begin on quieter local streets, then practice entering and leaving SH 56, recognizing changes in speed, checking intersections and maintaining a safe following distance.

FM 1396 is another important local connection. Texas Historical Commission records describe a route from Honey Grove along SH 56 to FM 1396 and then north on FM 1396 through the Windom area. (Atlas)

Students should treat these rural connections differently from a neighborhood street. Maintain a speed appropriate for visibility and road conditions, watch for side-road traffic and be prepared for agricultural vehicles.

SH 56

A student learning on SH 56 should concentrate on lane positioning, speed control, identifying intersections early and watching for traffic entering from smaller roads.

FM 1396

FM 1396 provides a rural connection north of the SH 56 corridor. Its local importance is reflected in official Texas Historical Commission location information that uses the SH 56 and FM 1396 route to identify a Windom-area site. (Atlas)

US 82

A student who will travel regularly through the county should eventually learn how to transition safely from local roads and SH 56 to higher-speed US 82 traffic.

Farm-to-Market Roads

The Farm-to-Market network around Windom is important for rural travel. Students should practice reading curves, maintaining a proper speed for visibility and watching carefully for driveways, agricultural equipment and side-road traffic.

Windom is a good example of why online classroom instruction and actual driving practice serve different purposes.

A student can complete the applicable theory portion online, but learning how to judge a gap when entering a state highway requires real driving experience. On SH 56, the student can practice checking mirrors, identifying approaching traffic, maintaining a steady lane position and adjusting speed before reaching intersections.

The next step is learning the same skills on surrounding Farm-to-Market roads. These routes can look quiet, but a driver still needs to anticipate curves, hills, driveways, farm traffic and vehicles entering from side roads.

The goal is not to memorize a list of roads. It is to become comfortable recognizing the kind of road being driven and adjusting driving behavior accordingly.

Night practice deserves special attention in a rural community. Texas requires at least 10 of the 30 supervised teen driving hours to occur at night. (Legal Information Institute)

On rural roads, darkness can reduce the distance a driver can see beyond the headlights. Students should practice maintaining an appropriate speed, recognizing reflective signs and avoiding the temptation to drive faster simply because there is little traffic.

Night practice should also include routes that connect Windom with neighboring communities so the student can learn how road conditions and visibility change outside town.

Fannin County includes extensive rural and agricultural areas. A student should expect to encounter vehicles that travel considerably slower than normal highway traffic.
