That does not mean these roads are unsafe in normal conditions. It means students should pay attention to temporary conditions during significant rainfall.

Neighborhood Traffic

Because the city is primarily residential, students should practice careful observation at neighborhood intersections rather than focusing only on the major road outside the city.

Hill Country Connections

Once a student leaves the neighborhood network, RM 12 introduces a different road environment. Practice should gradually include regional driving instead of stopping at residential streets.
